Can’t go by sizer of fish as a 3″ koi now is not going to be 3″ in even a months time if fed properly.
My personal opinion is the max is 1 fish(regardless of size now) per 250 gallons. In my own personal pond the stocking is less than that about 1 fish per 400 gallons.
FILTRATION is as important as stocking level. Do you have the filtration to handle the number of fish you want? Thumb rule is 10% of your pond volume should be in filtration as well.
Most overstock to the detriment of their fish. They are the ones that ultimately suffer the consequences of overstocking.
You can always start out with more per 250 gallons but ideally you will want to cull back as the fish grow. Most don’t want to cull out favorites so safe is always to not buy more than the pond can maintain
